No, POA ends with death. If you are executor or next of kin who can become executor, you take over in that way. Were you Trustee of a Revocable Trust the trust would become IRREVOCABLE on death, and you would have to get an EIN and become Trustee of the irrevocable trust, and distribute assets as dictated by the person who created the trust.

No, PoA stops the moment the assignee passes away. Did she leave a Will? If so, who is the executor? That is the person now in charge of distributing her estate and carrying out her final wishes. If not, then her estate goes into probate without it.
